Venders could sell anything short of enriched uranium, but you had to have a "license" to set them off and you were theoretically supposed to do this on designated public land. Not enforceable. Now, you can sell and buy anything short of enriched uranium and do anything you want with it. Somehow, though, my neighbor still threatens to call the law and we don't live anywhere near the city limits. A spoonful of medicine helps the sugar go down.
